PROJECT MANAGER-SENIOR Department of Finance and Administration Strategic Technology Solutions Nashville, TN Salary: $7,384.00 - $9,601.00 Closing Date: 04/14/2025 This position is designated as hybrid.

Who we are and what we do:

Strategic Technology Solutions (STS), a division of the Department of Finance & Administration, is the centralized enterprise IT organization for the State of Tennessee. We collaborate with state departments to provide technical expertise and innovative solutions that support their ability to deliver services to citizens efficiently and effectively. Within the structure of STS is the Business Solutions Delivery (BSD) Statewide Services team. As part of the BSD, there are five Business Domains that address the IT service needs of each Executive Branch Agency. This position will be part of the General Government Domain. The Domains provide project management, business analysis, business systems analysis, quality assurance, security guardrails and ongoing application and technology support. The General Government Domain also functions to upgrade and maintain the Statewide ERP system, Edison (Oracle PeopleSoft).

How you make a difference in this role:

Project manager position is in the Enterprise Resource Planning (ERP) Division that supports the State of Tennessees Enterprise Resource Planning (ERP) system in addition to the Information Technology needs of the departments of Finance & Administration, General Services, Human Resources and Veterans Services. The ERP business systems include PeopleSofts Human Capital Management application suite for time and attendance, payroll, benefits, and human resource management, Financial and Supply Chain Management application suite for accounts receivable, accounts payable, general ledger and procurement management, and a series of integrated applications for cashiering, State-owned vehicle and facilities management. The position is responsible for oversees complex projects from inception to completion, ensuring they meet all scope, timeline, and budget requirements. Planning, initiating, and managing information technology (IT) projects such as new and existing application implementations and upgrades, new product and technology deployments, business process improvement initiatives and disaster recovery testing.

Key Responsibilities:

Developing project management documentation associated with the initiation and planning phases of the project lifecycle:

  1. Development of this documentation includes artifacts within the project lifecycle including, but not limited to project charter, schedule, communication plan, risk and change logs.

Management of the execution and monitoring/controlling phases of projects:

  1. Work associated with this stage involves managing relationships with customers, vendors, contractors and other parties, by acting as the central point of contact on assigned projects.
  2. It also involves the collection of status updates against the project schedule, resolution of project issues, and monitoring of budget/scope/schedule for deviations from the established baselines and implementation of any corrective actions.
  3. Work associated with this stage also involves risk management, which entails the identification, strategy development, and monitoring of project risks.
  4. Additional duties include the continuous improvement of existing project management practices used within the organization.
  5. This continuous improvement involves the constant analysis of project management practices currently employed within the organization for areas of potential growth.

Agile/Scrum: The division had recently piloted the use of Agile as a framework for iterative product development in one area. The position will have opportunity for exposure to Scrum as an agile methodology and the potential opportunity to serve as Scrum Master on Scrum teams.

Desirable Qualifications & Experience:

Project Management Methodologies:

  1. Strong experience with both Agile and Waterfall Methodologies and the understanding of how to apply these methodologies into different work cultures.

Large Scale Project Delivery:

  1. Experience delivering large scale projects on time and within budget. A thorough understanding of schedule adjustments and pulling schedules in to avoid missing deadlines.

Analytical mind, Service-minded approach:

  1. The ability to critically think and problem solve.
  2. Demonstrate an understanding of how business processes work and the ability to ask the right questions to resolve project issues.

Collaborative Team Approach:

  1. Willingness to pitch in with other team members.
  2. Work together to achieve greater results with the larger strategy of the State of TN in mind.

Education and Experience:

Graduation from an accredited college or university with a bachelor's degree and five years of professional level experience in project management.

Substitution of Experience for Education:

Professional-level experience in any one of the following areas may substitute for the required college degree on a year-for-year basis to a maximum substitution of six to eight years of project management.

Substitution of Graduate Coursework for the Required Experience:

Any additional graduate coursework in project management, computer information systems, computer networking technology, computer technology or other related field may substitute for the required experience on a year-for-year basis to a maximum substitution of one year. (Thirty-six graduate quarter hours or a master's degree in the above fields is equivalent to one year of experience.)

OR

Three years of experience as a Project Manager-Intermediate with the State of Tennessee.
