Description

The Realty Specialist performs a full range of complex contracting/leasing functions including, but not limited to, acquisitions, renewals, terminations, construction management, purchases, dispositions, and other space related tasks to Government entities requiring space for general administrative as well as unique operational needs. The Realty Specialist will oversee and manage multiple portfolios of commercial and/or residential real estate properties, build relationships with all Government space users (ex. Program level, Field Office level and End User) to solve any occupant related problem or space use need quickly and comprehensively that may arise and manage projects working alongside Contracting Officers to provide solutions for space requirements by Government entities needing overt or LES non-public space.

Requirements

* Work alongside Contracting Officers and co-contributing to provide solutions to customer's space needs in accordance with GSA / GSAM rules and regulations or FBI covert space methodology.

* Assist customers with developing requirements and establishing a project budget.

* Performing market research, onsite survey, and analysis.

* Assist with proposals, negotiations, reviewing business and legal terms of a contract.

* Co-project managing any required upfit and assisting customer with readying space for operational occupancy.

* Where necessary use anonymized means and modes of communication to do market research, interact with vendors (witted and unwitted) and relay contractual information to project participants in a manner to protect LES nature of a non-public space procurement.

* Interacts regularly with clients to ensure that objectives are being met, anticipates and responds to client's needs.

* Quality control and inspects vendor services acting as a point of contact and providing updates to the Contracting Officer and client.

* Oversees or directly performs regular inspections of property, recommends and directs alterations, maintenance and reconditioning of property as necessary, contracts for vendor services and supervises as required.

* Facilitates Contracting Officer in ensuring payments are made to vendors in a timely manner for work or services performed for the FBI and assists in tracking expenditures against project budget for complex procurements.

* Responsible for Lease administration to include but not be limited to, such issues as Consumer Price Index rent increases, real estate tax assessments and pass-throughs, billing discrepancies, lease clause interpretation, drafting of Contracting Officer decisions on all aspects of lease disagreements and enforcement issues with landlords, and tenant alterations both at initial occupancy and throughout the lease term.

* Performs any required UFMS submissions and electronic file storage requirements.

* Management, preparation and presentation of Delegated lease paperwork to GSA.

* Rent Management and project tracking for FAU lease portfolio and associated budget coordination within the FBI Finance Division.

* Document and lease template management in coordination with GSAM policy and GSA lease policy initiatives.

* Complete contract file with all necessary internal documentation (ex. GSA lease delegation, Acquisition Plan, PNM, space acceptance etc.).

* Tracks performance goals associated with the space projects; and captures / records key property data.

* Using data from the portfolio proactively develops short and long-range plans / solutions.

* Prepares annual budgets, forecasts, management plans, monthly performance reports and variance reports.

Qualifications:

* A Bachelor's degree in accounting, business, finance, law, acquisition, purchasing, economics, real estate, marketing, quantitative methods, or organization and management from an accredited university or college.

-Bachelor's degree may be substituted for an additional six (4) years of experience in real estate.

* Eight (8) years of experience in a financial, contracting, leasing, real estate or related position.

Preferred:

* Possess a certified commercial investment member (CCIM), certified property manager (CPM), society of industrial and office realtors (SIOR), or real property administrator (RPA) designation or an active real estate license.

* Experience as a Lease Contracting Officer (GS-1170) with a Lease Certification Program 3 or equivalent
