Job Summary

Assigns field resources to work on emergent and operating events using computer systems and other information sources. Reports to and provides significant support to system supervisors, in addition to providing significant support to field organizations for initial/continuous trouble analysis during outage/system events. This position will perform analysis, which will include detailed reviews of circuit design, reviewing (and recording) trouble calls from company personnel, outage size analysis, and reviewing/recording operating orders under the direction of a system supervisor, with a focus on restore before repair operating orders. The Power Dispatcher takes direction from and assists the system supervisor or field crews with field operations to maintain an accurate record of system configuration.

A significant portion of duties will include working directly with system supervisors to provide analysis and data review as needed by the system supervisor. The Power Dispatcher will adjust assignments to meet current work needs (during routine, storm, or emergency situations). Receives distribution trouble calls from company personnel. Analyzes emergent/operating events and determines location of trouble. With direction from system supervisor, the Power dispatcher will analyze cause, advise on course of corrective measures, or will route trouble report to appropriate company unit or resource for action. Determines resource assignments and executes trouble/operating crew assignments as appropriate.

Key Accountabilities

Provides initial and continuous support to system supervisors and field crews during outage events; including outage analysis using detailed trouble analysis of circuit design and computer information systems and other information and operating activities and protective tagging analysis under the direction of the system supervisor.
Monitors system alarms, analyzes and enters job, to assist crews with status data as required.
Maintains job critical information and performs database entry.
Analyzes, documents and records operating actions and updates operational systems to maintain an accurate record of the status of the distribution system and performs system modeling under system supervisor direction.
Determine physical location of work using circuit maps, one lines, and construction standards. Gathers and organizes necessary resources for job at hand, while considering work safety, equipment, material and other task requirements.
Uses experience and working knowledge of restoration to assist system supervisors.
Adheres to current overtime callout lists and reports all public and employee safety incidents to appropriate management.
Prioritizes events and coordinates relevant field resources for all emergent work.
Provide on the job training to other employees as needed.

Qualifications
  • Must have a High School or GED equivalent and 2 years of job-relevant experience (or equivalent completion of the DTE Electric Dispatch 2-month training and 4 months on the job experience in Electric Dispatch organization) OR
  • Associates degree and one year of job-relevant operating experience

Note: Job-Relevant experience is experience in roles such as operating engineer, electric control room operator, lineman, UG splicer, SC Dispatcher, FCC dispatcher, Primary Call back coordinator, police and fire dispatcher, power plant electrician, power plant operator, substation operator or air traffic controller or modeling the "as operated state" of the electrical system or similar operating experience with life critical operating tasks. Skilled trade candidates with electrical emphasis, or roles with similar operating experience with life critical operating tasks such as switching and tagging on an electrical system. The supervisor/supervision of any of the roles or tasks above will be considered as job relevant operating experience. Familiarity with OSHA Lock Out Tag Out (LOTO) procedures is preferred but not required.

Preferred knowledge of the limits of protection and protective transactions.
Preferred knowledge of business applications and software programs such as work management systems, dispatching systems and customer information systems.
Preferred knowledge of blueprints/ drawings/ schematics and transmission/ distribution system dichotomy.
Must be able to communicate effectively, both orally and in writing with internal and external customers.
Must receive a "recommended" on the System Operator/Power Dispatcher (SOPD) test.
Must satisfactorily pass all training requirements.
Must have a valid driver's license and meet company driving standards.

Note: This position requires authorized unescorted access (cyber and/or physical) to NERC-CIP (North American Electric Reliability Corp. - Critical Infrastructure Protection Cyber Security Standards) controlled assets or documents.
