Job Description Summary:UCAR is excited to announce the job opening for the SPS CPAESS Strategic Partnership Manager role. This position contributes to the overall leadership, planning, and strategy related to the CPAESS Strategic Partnership Priority. The SPS CPAESS Strategic Partnership Manager performs duties and exercises decision-making as delegated by the SPS CPAESS Center Deputy Director and assists in working with the CPAESS sponsors and collaborators. In time, the Strategic Partnership Manager will also serve as the supervisor of record for approximately 20-25 matrixed staff, mainly supervisors, located at the CPAESS Strategic partner labs.

CPAESS serves the Earth System Science community in four distinct areas of service. We partner with federal agencies and businesses to hire critical scientific staff, enabling a more robust workforce in support of the Earth System Science community. Through our scientific programs, we seek to edify new research through our postdoctoral programs, our visiting scientist and internship programs, and our interagency programs. We help build the Earth System Science community by convening and managing summer schools and institutes, conferences, and advisory committees. We also serve the science community through hosted programs like CLIVAR and the Carbon Cycle. Position Details:

Work Location: This position is open to candidates seeking hybrid and/or fully on-site opportunities (for hybrid schedules, UCAR requires 3 days of on-site presence at the assigned UCAR facility). UCAR requires ALL positions to be performed within the U.S., excluding U.S. Territories.

Position Term: This is a 2-year term position and is based on continued program funding with the potential for further extension.

What You Will Do

Here is a brief summary of what one would expect to be generally responsible for in this role.

Key Responsibilities

Supervision & Leadership

  • Collaborate with CPAESS HRA, UCAR HR, Recruiting, Finance, and strategic partners to enhance and modernize hiring processes and support new hire selection.

  • Collaborate with CPAESS Leadership, CPAESS Human Resource Administration (HRA) team, UCAR HR Recruiting, and Finance teams as well as CPAESS strategic partners on the recruitment of new hires.

  • Lead efforts to develop supervisor meetings and foster a cohesive cohort among distributed managers.

  • Create and implement training resources for supervisors, tailored to the CPAESS matrix supervisory model, in partnership with UCAR Talent and Learning Development.

  • Support UCAR staff working with Federal Sponsors by overseeing onboarding and ongoing activities to ensure employee success.

  • Strengthen connections and community across distributed teams to unify CPAESS, NCAR, and UCAR.

  • In time, serves as supervisor to approximately 20-25 matrixed staff, primarily supervisors, across CPAESS offsite locations, including federal partner labs.

Program Management

Collaborate with CPAESS leadership and relevant teams (Finance, Communications, and HR) to advance strategic program efforts.

  • This includes defining and analyzing staff and supervisory trend analysis and metrics to assess program impact, developing bi-annual reports to document CPAESS staff contributions, and managing the transition of scientific staff to a new job architecture.

  • Key tasks involve change management, staff mapping, salary recommendations, and updating position descriptions.

Who We'd Love To Join Our Team

Successful candidates will ensure their application materials speak to the following criteria:

Education & Experience

  • Master's degree in science, education, public administration, or related field;

  • 6 years of relevant program experience;

    • Including 2 years of supervisory experience;

  • Or an equivalent combination of education and experience.

Desired, but not required:

  • Background in Earth System Science, environmental science, or atmospheric science is preferred.

Knowledge, Skills, and Abilities

  • Proven ability to manage and prioritize complex, multi-faceted programs, including supervising staff, leading project teams, and allocating resources effectively.

  • Strong interpersonal and communication skills, with experience working collaboratively with diverse scientific, technical, and operational teams.

  • Demonstrated expertise in establishing and managing scientific or technical projects, setting milestones, and directing a variety of personnel.

  • Effective leadership skills, knowledge of best practices in program and team management, as well as previous experience motivating teams and individuals, and supporting professional development.

  • Knowledge of/familiarity with enforcing Federally Funded/Non-Profit policies and procedures.

  • Experience addressing the needs of underrepresented populations in science and/or education.

  • Ability to work independently in problem-solving and adapt to evolving project demands.

  • Advanced skill in written and oral communication for a variety of audiences.

  • Experience with basic project management concepts.

  • Experience using Google Suites and Tools.

  • Willingness to travel to sponsor sites as required.
