The anticipated duration of this temporary assignment is approximately 2 months.

Leads resource mobilization efforts for the African Initiatives Program at QBI by identifying and pursuing strategic partnership opportunities, preparing high-quality funding proposals, and managing relationships with major funders like Gilead, Gates, and NIH. Oversees project management for symposiums and workshops, ensuring seamless collaboration among stakeholders, compliance with donor requirements, and the delivery of impactful programs. Drives program development by shaping frameworks, fostering mentorship opportunities for African scientists, and consolidating efforts across UCSF entities to enhance collaboration in big data and AI initiatives.


Key Responsibilities:

Grant Writing & Identification

  • Identify grant opportunities aligned with the initiative's mission and objectives.
  • Collaborate with leadership to craft compelling narratives and align proposals with funding agency priorities.
  • Collect and integrate supporting documentation, including CVs & biosketches, letters of support, and institutional certifications.
  • Collaborate with QBI staff to ensure deliverables and milestones are met according to the grant agreement.
Proposes, Leads, and Provides Strategy Development for QBI African Initiatives
  • Lead discussions to identify the next location of the symposium and workshops, then identify collaborators and in-country teams to work with in ensuring a successful symposium and workshop, working with the country's ministries of health, education, and universities to conduct a successful program.
  • Work with QBI team to draft concept notes, program briefs, and other materials for potential funders, and review concepts developed by the team, serving as the primary focal person for development inquiries by the QBI team for this program.
  • Liaise with finance on budget and narrative development in partnership with the teams in the countries where the next symposium and workshops will take place.
  • Develop a framework for the program.
  • Collaborate with QBI leadership to name the program and reach out to request permission to use a stakeholder's name for the program.
  • Develop and build out mentorship programs along with partners after the workshops to ensure African scientists are well supported after the didactic workshops.
  • Identify, evaluate, and appropriately pursue partnership opportunities that will strengthen QBI to sustain the African Empowerment program.
  • Cultivate and steward existing relationships with funders, such as Gilead, Gates, and NIH to secure and expand recurring revenue streams with the aim of maintaining a consistent, robust fundraising pipeline.
  • Lead communication and negotiations with donors and stakeholders.
  • Understand donor compliance requirements and ensure requirements are being met.
  • Assess alignment, viability, and competitiveness of potential funding opportunities.
Researches and Drafts Complex Proposals, Reports, Briefings, Executive Summaries, and Speeches
  • Establish and maintain contacts internally and with external constituents to promote the initiative.
  • Represent QBI Africa program at meetings through talks, presentations, and communication with donors to speak credibly to the work of QBI in this program.
Summarizes Findings to Develop and/or Implement Programs in Collaboration with Partners and External Stakeholders
  • Write, prepare, and submit high-quality proposals.
  • Prepare donor reporting (narrative, financial, monitoring & evaluation).
Coordinates Implementation with Cross-Organizational Departments or External Entities as Needed
  • Consolidate Africa-focused efforts of different UCSF entities for potential collaboration.
  • Consolidate the African network around big data and AI endeavors and collaborate.
  • Research and organize remote site visits for events, such as clinic or institute excursions that are different from the hosting site.
Develops Scope of Work, Budgets, and Final Reports for Project Implementation and Closure
  • Develop scope of work for project implementation.
  • Create and manage budgets for various projects.
  • Prepare final reports for project closure.
Performs Ad Hoc, Analytical Studies on a Wide Variety of Policies, Programs, and Issues Which Are Complex in Nature
  • Conduct ad hoc analytical studies on policies, programs, and issues.
  • Provide insights and recommendations based on study findings.

Department Description

UCSF's Temporary Employment Program (TEP) recruits and hires temporary employees for immediate clerical and technical support services to UCSF Departments and various off-campus locations. UCSF departments deploy temporary employees to work on special projects, fill in for regular employees who are on vacation or leave, or to temporarily fill a vacant position during recruitment. Frequently temporary employees become successful candidates for career and limited appointment positions.

Required Qualifications

* Extensive experience working in sub-Saharan African contexts, implementing organizations, clinics, or programs
* Strong understanding of nuances across African nations and cultures
* Strong communication and interpersonal skills to communicate effectively, both verbally and in writing
* Ability to use discretion and maintain confidentiality
* Analytical and problem-solving skills, with a background in Global Health
* Strong skills in analyzing, researching, and synthesizing large amounts of data for preparing sound and relevant proposals/analyses
* Bachelor's/Master's degree in related area and/or equivalent experience/training
* PhD degree
* MD
