Job Summary
Leonardo DRSElectro Optical Infrared Systems (EOIS) business unit has an opening for a Full Time Director Proposal Management. This position can be 100% remote, or on-site at our Melbourne, FL or Dallas, TX facilities. This position reports to the VP of Business Development and supports multiple competitive captures by the various Lines of Business within EOIS. We seek an individual who is organized, creative, flexible and able to fit a collaborative corporate culture.
The position involves managing the proposal process, preparing the actual proposals and submitting them to Customers in accordance with the DRS Capture and Pursuit Process.As Director Proposal Management, you will often work on tight deadlines, and have to delegate tasks required to complete a proposal, such as technical writing, research, editing and other efforts associated with the process. This role will be responsible for standardizing the Proposal Management process across the Business Unit. You will also be responsible for management of multiple proposal teams at one time, utilizing outside contracted resources.
We are seeking a candidate who is extremely organized and has excellent written and oral communication skills. They must also be able to supervise and train supporting staff, prepare presentations and maintain schedules. Strong time management skills are a key requirement.
This position requires frequent interface with Business Development Capture Leads, senior leadership, Contracts, Supply Chain, Manufacturing, Engineering, Finance/Pricing and Program personnel.
Job Responsibilities
- Clear communication (verbal and written) across all levels and teams within the organization to develop proposal strategy, mitigate risks, and build and maintain strong internal relationships
- Prioritize and manage multiple projects simultaneously and independently
- Assemble proposal teams of Subject Matter Experts (SME) resources and orchestrate internal and external resources by coordinating with capture manager. Project manage the proposal development process in an organized manner, including breakdown and analysis of the RFP, establishing a Compliance Matrix, setting the proposal development schedule, scheduling team meetings, following up on action items, coordinating draft, color team and pricing reviews, acting as gatekeeper for CMMI Level 5 requirements, and ensuring the team meets strict production and Customer deadlines
- Responsible for complete Strategy and Implementation including: ensuring that Capture and Pursuit strategy migrates into Win themes and proposal storyboards
- Develop and submit electronic or hardcopy compliant responses in accordance with the RFP
- Coordinate and contribute to proposal/bid strategy development with cross-cutting teams
- Lead proposal writing and editing for highly strategic or large, multi-volume proposals, including technical and non-technical sections, forms, and appendices
- Create compelling, customized, and high-quality responses to client requests and RFPs for opportunities CONUS and OCONUS
- Manage the production of visually appealing materials, graphics, tables, and charts to incorporate into proposals, presentations, and other client-facing documentation
- Provide operational support through process and tool refinement
- Maintain re-use libraries and ensure accuracy of current information
- Responsible for final proposal submission including: receipt for successful delivery, maintain final submission test, manage proposal clarifications and BAFO submission, ensure that Contracts has all originals of signed documents
- Document Lessons Learned and execute actions to produce process improvement and attain higher success rates
- Support, communicate, reinforce and defend the mission, values and culture of the organization
Qualifications
- Bachelor's degree in English, communications, marketing, business, engineering.Master's degree is preferred.
- 15+ years of government proposal experience
- Ability to obtain and maintain a US DoD Secret clearance, which requires US citizenship.
- Previous experience in government proposals with a large defense contractor or proposal consulting firm is essential
- Knowledge of project management best practices from sources such as Project Management Institute, Six Sigma and the Capability Maturity Model Subject matter expertise and knowledge
- Strong understanding of project and proposal management lifecycles; and Government Procurement/Capture/Proposal Management
- Strong communication skills and effective team building skills
- Well-versed in Microsoft Office (Word, Powerpoint, Excel, Outlook email), Adobe, and client specific web resources. Experience with Sharepoint is a plus.
