Ability to Obtain
Regular The VTS Environmental, Safety, and Occupational Health (ESOH) Compliance Specialist is responsible for compliance oversight and training of all ESOH program requirements for the Chemical Management Services (CMS) Contract including HAZMAT (HM) and HAZWASTE (HW) functions. ESOH program requirements derive from the CMS Contract Performance Work Statement (PWS), CMS Standard Operating Procedures/Process Instructions, the installation Hazardous Waste Management Plan and all other applicable governing directives. The ESOHS shall conduct and maintain required environmental and safety analysis, compliance inspections/observation, and manage all employee training. The ESOHS shall obtain and maintain all requisite academic credentials, instructional experience, and knowledge of applicable ESOH matters. The ESOHS is responsible for ensuring VTS/CMS operations are fully compliant with all applicable governing directives and is knowledgeable of all federal (OSHA, EPA, and NFPA), state, and local regulations, concepts, practices, and applications. In addition to the broad management responsibilities addressed above, our ESOH Specialist is specifically responsible for the following DLA WR-ALC CMS Contract requirements:
* 40 hr. HAZWOPER Course * HAZCOM Training * Microsoft Office Programs (Excel, Word, etc.) * EESOH-MIS Training * General Workplace Safety Training * Information Assurance * Respirator Fit-Test (as assigned) * Equipment Operations (as assigned) * FEDLOG & WEBFLIS * Shelf-Life Management * Antiterrorism Level 1 * Combating Trafficking in Persons * Counterintelligence * Cyber awareness * milConnect * OPSEC * Personally Identifiable Information * WR-ALC Environmental Awareness * Storage and Handling of Hazardous Materials * Hazardous Materials/HMIRs * CMS Spill Prevention Control & Countermeasure Plan * VTS Internal Training (Indoctrination, Standard Operating Procedures, and OJT) * Other training as assigned * Obtains and maintains Instructor Certification necessary to conduct and certify ESOH Training including, but not limited to HAZWOPER First Responder, HAZWOPER 24-hour initial and recurring training, HAZCOM, and General Workplace Safety Training. Requirements: * Must be a Citizen of the United States. * Must pass a criminal and financial background check prior to hire and must be able to pass and sustain the DLA PSI background check criteria during the entire duration of their employment. * High School Diploma or an equivalent. Associate degree in ESOH or related field desired. * Ability to obtain/maintain a SECRET level security clearance if/as assigned. * Minimum of five years' experience in the field of CMS and environmental and safety program management. * Three years' experience using a Hazardous Material tracking system equivalent to EESOH-MIS. * Must possess strong leadership, interpersonal, organization and oral and written communication skills. * Must be able to objectively demonstrate competency in OSHA, EPA, EPCRA, and all applicable Federal and State regulations pertaining to Environmental, Safety, and Health requirements of the CMS Contract. * Must present a neat and professional appearance IAW VTS/CMS policies and consistent with the workplace environment |
