ABOUT THIS ROLE
St. Michael's has an opportunity for an experienced Acquisition Specialist in the Tampa, FL area in support of a large defense organization. The selected candidate shall assist in the plans and activities required to manage various support contracts from cradle to grave, must possess an uncompromising work ethic. WHO YOU ARE



  • Active Top-Secret Clearance (with ability to obtain SCI).
  • 10 years of DoD acquisition/contracting experience, preferably in the SOF Enterprise.
  • 5 years of experience with DoD capability development principles governed by CJCSI 3170.01h, Joint Capabilities and Development System (JCIDS); and SOFCIDS, USSOCOM Directive 71-4.
  • 5 years of experience with DoD Planning, Programming, Budgeting, and Execution (PPBE) principle and processes
  • DAWIA Certification Level 2 in Program Management or Contracting; or equivalent (PMP certification or CMC certifications). Equivalency is defined as comprehension and know-how of that which is primarily gained from knowledge, skills, abilities, training, and education and proven past experience in directly working position-related acquisition tasks specifically under, preferably within the SOF Enterprise using Defense Acquisition System instructions and USSOCOM Dir 70-1.
  • Bachelor's degree in acquisition or business; or 10-years of comparable civilian sector work experience.


PRIMARY RESPONSIBILITIES



  • Support gap analysis and capability assessment activities to identify resource constraints and capability shortfalls.
  • Contribute to the development, documentation, and maintenance of applicable SOF Capabilities Integration and Development System (SOFCIDS) products, such as the Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities, and Policies (DOTmLPF-P) Change Recommendations (DCR) and other requirements packages (i.e., Initial Capabilities Document, Capabilities Development Document, Capabilities Production Document, etc.).
  • Participate in requirements working groups and other collaborative venues with SOF Enterprise stakeholders to identify and refine the operational and technical requirements of proposed material solutions.
  • Participate in other requirements development activities to include performing market research, risk assessments, and analysis of alternatives.
  • Assist the COR in plans and activities required to manage the various support contracts.
  • Serve as liaison with Program Offices and other support activities in SOF AT&L, J8R, SOFM, and other HQ USSOCOM agencies as required.
  • Support the full range of acquisition activities required for submittal to a Government Contracting Officer Representative (COR).
  • Prepare various acquisition documents for approval by the COR for pre-award and/or post-award functions for a variety of supply and/or services supporting ISM acquisition support activities.
  • Participate in acquisition activities to include performing market research, draft cost estimates, recommending procurement strategies, reviewing technical evaluations, reviewing proposals.
  • Create and prepare both pre-award and post-award documents such as Requests for Information, funding requests and budget justifications, Requests for Quotes, Requests for Proposals business/contract clearance requests, assessment memorandums, technical analysis, Draft DD254s, contract data requirements lists (CDRLs), and other associated acquisition documents for review and approval of the COR or cognizant Government official.
