Job Description:

We are looking for an individual experienced with bond financing to join our team as a Senior Debt Analyst at Oregon State Treasury. This is an exciting opportunity to work within our Debt Management Division to help facilitate the issuance of bonds for various departments and programs around the state. This is a great position for someone who is passionate about bond financing and public service, creative with solutions to problems, likes working closely with others and in a fast-paced environment, communicates well, and likes the structure of rules, laws, and regulations. Job Duties Summary

  • Provide lead and backup support to bond financings.

  • Analyze agency requests for bond issuance and determine the adequacy of the request to provide sufficient funds to carry out agency goals and meet specific program bonding needs.

  • Anticipate problems in bonding structure proposed by state agencies and identify alternative solutions with pros and cons; make written recommendations to issuers for action; and, negotiate with agency managers and finance analysts.

  • Review agency cash flow projections to ensure adequate sources of repayment and sound financial structure of bonds issued. Coordinate the preparation of related documents, including loan documents on private placements and preliminary and final official statements on public offerings.

  • Ensure adequate disclosure of relevant material and compliance with rules, laws and issuance procedures. Coordinate closing and settlement arrangements for bond transactions.

  • Determine legal compliance with prescribed guidelines, rules and laws.

  • Submit findings to the Division Director and recommend approval on non-approval.

  • Manage problem-solving activities between state agencies, bond issuance professionals, local governments, businesses, federal agencies and other interested parties.

  • Work with the Division Director on Bond Tracker related issues to ensure State debt is correctly tracked and bond data is accurate.

  • Prepare requests for proposals (RFP), analyze applicants and assist in the selection of bond professionals such as bond counsel, underwriter, financial advisor and trustee.

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's office in Salem. The in-office presence schedule will be at least once per month, with additional time in the office as needed for meetings and/or other business needs.

Salary Range

$77,040 - $118,308 annually.

Job Classification

This position is classified as a Program Analyst 4. This position is a SEIU represented position.

Minimum Qualifications for Our Position

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program; OR

  • Any combination of experience or education equivalent to eight years of experience that typically supports the desired attributes listed.
