Great Hill is seeking a Senior Data Management Specialist in the National Capital Region. The candidate will provide direct support the DSCA CDAO to track and manage use case requirements for Security Cooperation (SC) data and identify opportunities to improve workflow, individual productivity, and time-to-market for data and analytic products. The candidate will support the implementation of DSCA data policy and processes to ensure policies are resulting in demonstrated business value. They should also recognize that there are two evolving overlapping data architectures: The emerging Case Execution Modernization Initiative (CEMI) federated data architecture that includes local reporting capabilities and transactional interfaces, and the enterprise reporting architecture currently in Advana that consumes data from legacy and modernized case execution, financial, supply chain, procurement, and acquisition systems. The candidate will serve as an expert advisor and subject matter expert to the DSCA CDAO on issues related to data management and cross-functional business data integration.

Roles and Responsibilities include, but are not limited to:




  • Advise on approaches to gather and functional requirements, identify data needs, and explore Business Intelligence (BI) opportunities and improve collaboration among project development efforts.



  • Represent the CDAO and DMAI lines of effort while engaging the DSCA Data Governance Board (DGB), portfolio managers, and data source owners to ensure that data-related requirements are clearly communicated and considered as part of operational planning.



  • Lead key DMAI initiatives as assigned and facility involvement by DoD/DSCA stakeholders and MILDEP/DFAS. Ability to work at all levels and with technical and functional stakeholders.



  • Assist with advancing the DSCA CDAO data quality framework to measure and monitor data quality. Establish quality baselines for existing data sources, identify gaps in the data needed to fully address business needs, and track improvements over time leading to "decision-worthy" level of quality.



  • Advise on development and implementation of standards for data quality and data protection, e.g., use of sensitive data that are needed to support cross-domain functional integration.



  • Effectively engage external (to DSCA) portfolio managers and system owners to coordinate their involvement in realizing cross-functional integration of business data, e.g., OUSD(Acquisition & Sustainment), DoD Comptroller, Defense Logistics Agency (DLA), USTRANSCOM, DFAS, MILDEPs (NIPO, SAF/IA, DASA D&EC).



  • Support architecture analyses to clarify business data integration requirements and solution to include DODAF data, information and system data flows, i.e., relevant operational, data an




Basic Qualifications:




  • 15+ years experience supporting Federal or DoD enterprise data management and data integration projects. Experienced implementing strategic IT solutions involving data and metadata management best practices.



  • Must have active SECRET clearance (an Interim Secret is acceptable).



  • Functional domain knowledge with one or more of the following: security cooperation, acquisition and logistics, procurement, and/or financial management.



  • Ability to lead joint initiatives to foster collaborative, cooperative and constructive working relationships, resolve conflicts and negotiate with others, with strong cultural awareness. Results oriented, willingness to prioritize workload and drive operations to completion.



  • Excellent oral communication skills and good written skills. Must have competent writing skills, and the ability to work independently in Microsoft Office, specifically Visio, PowerPoint, Word, and Excel.



  • Must have a Bachelor of Arts or Science from an accredited university or college.


  • Two or more of the following certifications:Oracle Certified Master (OCM), Microsoft Certified Solutions, Expert (MCSE): Data Management, and Analytics, Amazon Web Services (AWS); Certified Database - Specialty: MongoDB, Certified DBA Associate, IBM Certified Database, Administrator - DB2, Oracle Database 12c Administrator, Certified Professional: Microsoft Certified Solutions, Associate (MCSA): SQL 2016, Database Development, Oracle Database 11g Administrator Certified Professional, MySQL 5.6 Database Administrator, Certification PostgreSQL 9 Administration, Certification.


Desired Skills:




  • 25 years of experience related to the specific skills in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.



  • Working knowledge of the Security Cooperation organization, processes, and data.



  • Knowledge of Machine Learning (ML) and Artificial Intelligence (AI) concepts.



  • Up to date knowledge of the DoD CDAO Advana platform including Collibra Data Governance Center, Catalog, and Lineage features.
