Job Description

GENERAL PURPOSE
The Auditor 1 position, under direction and supervision, audits financial and accounting transactions and systems, and assists with performance audits of County internal and external activities and programs as directed.

SUPERVISION RECEIVED
This position reports directly to the Audit Manager and Controller, and may receive directions or instructions from other higher-level auditor positions.

SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees or functions.

ESSENTIAL DUTIES OF THE POSITION
Participates in audit teams. May be assigned individual audits under close supervision.

Examines financial transactions, accounts, and reports to determine compliance with law, regulations, requirements, and financial management procedures, and the proper control of revenues, expenditures, assets, and liabilities.

Determines the legality, propriety, and mathematical accuracy of financial transactions.

Spot-checks cash transactions to insure that cash receipts have been recorded, disbursements properly authorized, vouchered, and the balance of cash is either on hand or on deposit.

Draft reports on audit findings and conclusions, recommending actions required to correct inadequate procedures and/or to improve efficiency and effectiveness of accounting systems.

May examine and test internal controls with questionnaires, flowcharts, and other instruments. Evaluates findings and ascertains extent to which accounting methods used safeguard assets, including the determination that accounts, receipts, and disbursements are managed efficiently and economically and in accordance with applicable laws and regulations.

Determines causes and/or sources of identified problems and recommends corrective action.

Conducts entry-level performance audits to improve programs and activities.

Participates in audits, investigations, and studies for a variety of purposes, as directed.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE - Graduation from an accredited college or university with a Bachelor's degree, including or supplemented by twenty one (21) semester hour credit in professional accounting courses which may include courses in municipal or government accounting.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of accounting goals, objectives, and principles.

Knowledge of auditing principles, practices, and standards.

Basic knowledge of financial management and reporting methods, techniques, and standards.

Ability to learn and apply Government Auditing Standards.

Ability to learn specific accounting methods, techniques, and requirements governing governmental financial systems.

Ability to operate a personal computer and secure information from established data processing, spreadsheet, word processing, database, and graphics programs.

Ability to establish and maintain effective working relationships with associates, officials being audited, and others involved in studies.

Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT
Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear.

The employee must occasionally lift and/or move up to ten (10) pounds.
