Job Summary:
Manages, develops, and drives results for the Talent and Organizational Development team. Works with internal stakeholders and Human Resources (HR) leadership to align programs, projects, offerings, and initiatives to department and Bank business needs. Drives outcomes that leverage sound instructional and organizational design, objectives, and measures. Leads the Talent and Organizational Development team in planning and implementing initiatives to accelerate talent pipeline growth and to achieve overall talent management goals. Serves as an HR Department adult education, organizational development, leadership development, and organizational change management subject matter and policy expert. Leads team in the design, development, implementation, and evaluation of employee onboarding, development, leadership, coaching, mentoring, assessment, and career development solutions and programs. Leads the team in the development, implementation, and evaluation of succession, workforce development, team development, and diversity, equity and inclusion solutions and programs. Establishes, grows, and maintains key strategic business line, Bank leadership, Federal Reserve System (FRS), local academic, and vendor relationships. Manages and oversees the successful execution of the Bank's talent and organizational development strategy. Leads related HR processes for the Bank as assigned.
In addition, has oversight for the Talent and Organizational Development team budget, all contractual services, and program evaluation. Prepares financial and program reports for Talent and Organizational Development, HR, Bank, and FRS leadership. Serves as the Bank representative on selected System groups and projects related to enterprise talent management, learning, and organizational development. Directs the work of Talent and Organizational Development team members and other HR staff and resources as required.
What You Will Do:
- Is accountable for the day-to day operations of the Talent and Organizational Development staff and goals. Builds and evaluates the skills and capabilities of the Talent and Organization Development team by setting clear performance expectations, providing on-the-job coaching, and setting a specific learning plan to identify and standardize goals and best practices. Evaluates performance regularly; delivers timely feedback and prepares and conducts thorough performance reviews.
- Acts as subject matter expert/trusted advisor with senior leaders, business unit managers, and others as appropriate to develop and implement strategic talent and organizational development plans. Works with leadership to determine their workforce learning and development needs. Serves as a key contributor and process leader for HR's workforce development and succession planning programs. Supports the implementation of a talent development strategy focused on enabling the Bank's workforce with the knowledge, skills, and abilities needed to meet or exceed current and future strategic objectives and our desired culture.
- Confers with enterprise management, HR leadership, and the Office of Minority Women Inclusion (OMWI) to ensure the Bank's talent strategy supports adequate levels and staff diversity and inclusion.
- Develops Talent and Organizational Development strategies in support of the Bank's overarching talent strategy and goals. As part of HR's workforce planning program as well as on an ad hoc basis, partners with business line leadership to develop and execute specific strategies for their respective areas.
- Continues to innovate on Bank strategy for talent by leveraging and designing standard and customized programs, tools and training, and by regularly partnering with business leaders to evolve their workforce plans.
- Leads the Talent and Organizational Development team in conducting the Bank's annual training demand analysis.
- Conducts needs analysis and assessments to help measure and evaluate the effectiveness of all learning and professional development efforts and training programs.
- Develops, oversees, and evolves metrics for the Bank's competency-focused learning and development approach in an effort to demonstrate progress in achieving organizational workforce goals.
- Leads, plans, designs, develops, and conducts management and executive development programs related to the Bank and System initiatives, goals, and priorities.
- Partners with Bank, System, and academic thought leaders to create a network of professional and technical subject matter experts and potential facilitators.
- Manages vendor relationships in support of the Bank's talent strategy.
- Proactively manages the Bank's mandatory training schedule and related development or maintenance projects.
What You Have: Education and Experience:
- Bachelor's Degree in adult education, training and development, human resource management, or related discipline required.
Highly Preferred: - Master's degree in instructional systems design, organizational development, organizational leadership, industrial/organizational psychology or related discipline.
Preferred:
- Human Resources Society for Human Resources Management (SHRM), Association for Talent Development (ATD), or International Society for Performance Improvement (ISPI) certification.
- Prosci or Kotter Change Management Leader/Practitioner certification.
- Minimum of 10 years of progressive experience in developing and leading talent development programs and strategies as well as organizational development efforts and human resources.
Knowledge and Skills:
- Proven ability to meet business unit and organizational objectives, use resources effectively, maintain high levels of staff engagement, and deliver meaningful organizational learning and development programs, resources, and tools.
- Demonstrated ability to develop others by providing ongoing feedback and by offering opportunities to learn through formal and informal methods.
- Expert knowledge of industry best practices in organizational, group, and individual development.
- Demonstrated ability to lead others in developing and implementing organizational change management plans and communications.
- Proven ability to partner with business areas to develop and implement strategic workforce plans including leadership development, succession, and workforce planning. Skilled at building strong client relationships within the Bank and around the System.
- Excellent presentation, interpersonal, facilitation, and conceptual skills.
- Highly effective influencing, negotiating, and motivational skills.
- Demonstrates strong ability and experience in building and sustaining solid partnerships with HR teams, OMWI, and Bank and System leaders.
- Strong project management, strategic thinking, analytical, and problem-solving skills.
- Deep experience in project/program management.
- Strong learning, leadership, and organizational development vendor management experience.
- Ability to understand business need and provide excellent customer service.
- Ability to provide professional advice and consultation in areas related to complex organizational, team, leader, and individual development needs.
- Expert knowledge of career development assessment, program and resource design, and technology implementation.
- Demonstrates innovative and creative approaches/strategies to talent and organizational development.
- Strong analytical and problem-solving skills, ability to analyze data, understand trends and develop recommendations for action based on the analysis.
- Excellent MS Office 360, talent management system, and learning authoring too.
- Experience with Workday a plus.
- Excellent interpersonal and communication skills; strong customer service orientation.
- Excellent knowledge of Federal Reserve System and Board of Governors (BOG) functions.
- Skilled in conducting and leading training with large and small groups using classroom and online technology.
- Experience leading System projects related to talent and organizational development.
- Effective in working with all levels of management and employees.
