We have an opportunity at our corporate offices in Washington D.C. for a Sr. Attorney on our Advocacy team. This is a hybrid position requiring three days in office.
As a Sr. Attorney, you will be under the supervision of
the Director, provide legal counsel and policy assistance on health equity
aspects of key issues to the AMA in legislative and regulatory processes as
well as other matters related to AMA Advocacy efforts. Analyzes and monitors federal
legislation, regulations, court decisions, etc. of interest to the AMA, and
interprets/explains for leadership and other constituencies. Briefs AMA
witnesses for congressional hearings. Primary focus on reducing health care
disparities. Assists state-focused colleagues as needed.
RESPONSIBILITIES:
Legal & Regulatory Support
- Analyzes proposed regulations designed to address health care disparities on which the AMA should formally comment.
- Works with colleagues to draft formal comments at various points during the rulemaking process; coordinates formal comments and participates in meetings with federation representatives on such rulemaking.
- Prepares talking points on regulatory issues as necessary.
- Responds to oral and written inquiries on federal regulations.
- Offers assistance on state matters as needed.
- Works with colleagues to draft AMA testimony for Congressional and Administrative hearings focused on reducing health care disparities.
- Drafts formal letters and comments on select legislation.
- Drafts proposed legislation and amendments comporting with AMA policy goals and objectives related to health equity.
- Prepares arguments and talking points for lobbying and communicating the AMA position to the U.S. Congress and to the Administration.
- Assists AMA and federation lobbyists on the above as necessary and appropriate.
- Responds to inquiries from Congress, the Administration, physician members, the federation, and other organizations on AMA policy.
Internal AMA Support
- Identifies emerging legislation that impacts on the delivery of health services and the practice of medicine. Prepares explanatory advocacy materials to the AMA, federation, and for the Council on Legislation or Council on Medical Service.
- Research AMA policy to determine the organization's position on select legislation or identify the need to develop a position in the absence of pertinent AMA policy.
- Provides thoughtful and timely responses to inquiries based on AMA policy and legal/policy content knowledge.
- Interacts with other AMA units on a daily basis, through memos, e-mails, personal meetings, or phone conversations regarding legislative and regulatory issues.
External Collaboration
- Builds and maintains positive relationships with members of the Federation, Specialty and Service Society, AMA's Councils and Sections, other units within the AMA, as well as external professional associations and health care organizations.
May include other responsibilities as assigned
REQUIREMENTS:
- J.D. degree and active membership in good standing in at least one state Bar required.
- Minium 3+ years of legal experience.
- Health law experience highly preferred and previous legislative, federal agency, or association experience is highly preferred.
- Strong working knowledge of the U.S. Congressional legislative and federal regulatory process
- required.
- Excellent analytical, organizational, and critical thinking skills required.
- Strong verbal communication and presentation skills.
- Well-developed writing skills.
- Highly developed relationship and rapport building skills.
- Interpersonal skills to include persuasiveness.
- Political acumen.
- Some travel required.
