Assistant General Counsel, Power and Transmission

Summary

Provide timely, cost-effective, and high quality legal and policy advice and counsel on a variety of issues that arise in shared governance processes of the New York Independent System Operator (NYISO), and regulatory proceedings before the Federal Energy Regulatory Commission (FERC), the New York Public Service Commission (PSC), and other federal and state agencies.

This position also acts as a strategic partner to various business units within the Power Authority on regulatory matters, including but not limited to the following matters related to power transmission and generation:

* Provide counsel on the interpretation and implementation of tariff provisions
* Participation in transmission planning processes before the NYISO and the PSC, including identification of transmission needs and submission of transmission projects in response to those needs
* Negotiate and draft joint transmission project development agreements, engineering, procurement and construction contracts, transmission interconnection requests, and transmission operating agreements with the NYISO and affected transmission owners
* Support applications for transmission siting before the Office of Renewable Energy Siting
* Negotiate joint development agreements and power purchase agreements
* Participate in FERC and PSC utility rate cases on transmission and related issues
* Submission of transmission rate filings to FERC for authority projects, including project costs, cost containment, cost allocation and cost recovery rate schedules
* Draft interconnection agreements with transmission owners and developers interested in accessing the Authority's transmission system
* Other energy related matters that involve the Power Authority's transmission and generation business and operations, including initiatives to implement NYPA's expanded authority and the Climate Leadership and Community Protection Act#LI-CJ1

Responsibilities
  • Provide the General Counsel with assistance in carrying out his/her duties and responsibilities
  • To ensure the provision of quality legal assistance when called upon to support Authority activities
  • To coordinate, supervise, and motivate the assignments of the Unit staff
  • To assure continuing legal training and professional development opportunities for Unit staff
  • Remain current on State legislation that could impact the Authority and its subsidiaries
  • Manage and coordinate the work of attorneys including outside counsel and non-attorneys working onmatters which are the responsibility of the Division
  • Assure that timely and quality legal advice is provided to the Departments served by this position
Knowledge, Skills and Abilities
  • Ability to manage senior attorneys and report to the General Counsel on matter status and strengths and weaknesses of Authority positions
  • Ability to interact with and manage outside counsel
  • Outstanding written and oral communication skills required. Must understand computer presentation tools. Must have ability to influence decisions by internal and external stakeholders through substantive knowledge, communication skills and demeanor.
  • Superior negotiation skills required to build consensus and achieve resolution on issues within and outside the Authority
  • Must be able to manage a small work group while acting as a senior individual contributor with own case/workload. Project management skills necessary.
  • Must be an independent thinker, take "ownership" of issues and articulate interests and positions based on long-term legal and business interests of the Authority
Education, Experience and Certifications
  • Bachelors' and Juris Doctorate degrees
  • Admission to New York State Bar
  • Minimum 10 years of experience in related field
  • Minimum 3years managerial or 5years leading a team
Physical Requirements

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $200,900-$251,130 in White Plains and $190,880-$238,600 in Albany. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
