Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Group Manager Operations and Services for the Division of Institutional Planning & Operations (IP&O). Under the direction of the Campus Manager, Institutional Planning and Operations, ensures the efficient and effective operation and maintenance of all physical and real properties and equipment of the facility.

Among the key duties of this position are the following:

  • Determines requirements necessary to provide the maximum equipment and facilities operation at a minimum cost.
  • Prepares budget for the maintenance and construction of the University Facilities and Capital Planning, highlighting additional staffing requirements and critical needs.
  • Develops both short- and long-term project priorities.
  • Conducts regularly scheduled meetings with facility administrators in order to upgrade service and discuss problems.
  • Conducts routine inspection of University facilities and grounds to ensure the quality of maintenance and to identify problem areas.
  • Continually upgrades the quality of the departmental staff, both hourly and salaried positions.
  • Fills all vacancies in a timely manner with highly qualified candidates.
  • Encourages self-development of the staff and utilizes both in-house and vendor training programs to upgrade skills.
  • Develops back-up personnel for all key positions.
  • Upgrades department communications.
  • Develops and implements a three year strategic plan.
  • Develops and implements a three year strategic plan and action programs for the Maintenance and Construction area.
  • Identifies key issues plus action programs for staffing, training, safety, labor relations, facilities, energy conservation, customer service, capital, productivity, organization, affirmative action compliance, etc.
  • Monitors and controls operations and maintenance within budgetary limitations.
  • Enforces spending controls and routinely reviews operating reports in order to identify overspending in both the maintenance and capital areas. Takes corrective action, when necessary. SUMMARY: Under the direction of the Campus Manager, Institutional Planning and Operations, ensures the efficient and effective operation and maintenance of all physical and real properties and equipment of the facility.
  • Monitors the planning/scheduling system and upgrades, when necessary.
  • Develops and satisfactorily completes yearly personal and departmental objectives and reviews with the Campus Manager.
  • Continually reviews progress and meets semi-annually with the Assistant Director to revise objectives, if necessary, and reviews status.
  • At year-end submits completion report to the Campus Manager.
  • Fully supports the University's Safety and Industrial Hygiene Policies.
  • Fully investigates all injuries/accidents, either directly or indirectly. Develops and implements systems for auditing same.
  • Provides an effective safety awareness program for all personnel.
  • Ensures that the staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their jobs.
  • Keeps abreast of all pertinent federal, state and Rutgers' regulations, laws and policies as they presently exist and as they change or are modified.
  • Understands and adheres to Rutgers' compliance standards as they appear in RBHS's Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.
  • Performs other related duties as assigned.

Qualifications


Minimum Education and Experience

  • Bachelor's Degree in mechanical or electrical engineering plus five (5) years of progressively more responsible experience in plant operations, maintenance or construction, two (2) years of which shall have been in a managerial capacity.
  • Equivalent experience, education and/or training may be substituted for the education requirements.

Certifications/Licenses
  • Valid driver's license is required.
