THE POSITION

The Department of Transportation is on the lookout for candidates to fill a Civil Engineer Trainee role. This opportunity is designed to immerse trainees in the diverse units within Penn DOT, allowing them to gain valuable insights and experience. Over the course of a 12-month Civil Engineering Training Program, participants will be equipped with the necessary skills and knowledge to advance into a Civil Engineer position. Throughout this training, individuals will enhance their practical expertise in various engineering disciplines, including bridge engineering, transportation engineering, and soils engineering. DESCRIPTION OF WORK

This role is designed to prepare individuals for a career as a Civil Engineer through a comprehensive 12-month training program focused on Civil Engineering. During this training, participants will gain hands-on experience and develop essential skills in various areas, including bridge engineering, transportation engineering, and soils engineering.

The employee in this position will engage in a range of activities aimed at enhancing their technical expertise in civil engineering. These activities include surveying, drafting, designing, inspecting construction materials and processes, managing traffic control, and planning maintenance operations. As part of a survey team, the employee will learn to conduct preliminary, construction, and final surveys, receiving guidance on the operation of surveying instruments, interpreting plans and blueprints, and understanding surveying principles.

Additionally, the employee will contribute to the development of construction plans for roads, bridges, and other structures by plotting alignments, profiles, and topographical features, while also assessing how terrain impacts structural integrity. Responsibilities will include preparing detailed plans for foundational elements such as piles and footings, as well as calculating material quantities for design and pre-construction estimates. The employee will also inspect construction projects to ensure compliance with established specifications and standards.

Involvement in traffic control studies will be part of the role, focusing on aspects such as speed limits, accident analysis, and signalization. The employee will also participate in County Maintenance projects throughout the year, performing related tasks as necessary. Work assignments will be determined by the current unit, with ongoing reviews and written evaluations provided upon completion of each training phase.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Four years of civil engineering experience, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • A bachelor's degree in civil engineering, or in a closely related field, which includes or was supplemented by major course work in civil engineering; or
  • An equivalent combination of experience and training which includes possession of an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
  • Applicants will be considered to have met the educational requirements once they are within seven months of graduating with a qualifying degree.

Conditions of Employment:
  • This position also requires possession of a valid driver's license which is not under suspension.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
