The Program Specialist provides specialized support in designing and delivering on-site training, supporting regional conferences, and providing overall program administration. This role operates under supervision, with related duties as assigned.

Responsibilities:

1. Training and Consultative Program Design



  • Collaborates with Hawaii team members to design training and consultative programs within the Pacific and Virgin Islands Training Initiatives (PITI-VITI) and other contracts.
  • Identifies program needs and supports instructional staff and contractors in program development, focusing on logistics.
  • Manages pre-course activities, including maintaining the PITI-VITI Learning Management System.


2. Training and Consultative Program Delivery




    • Supports curriculum development and delivery, coordinating with instructors, carriers, on-site coordinators, participants, and government agencies.
    • Manages travel and logistical arrangements for instructors, consultants, and participants.
    • Compiles course and travel materials, inputs student data, and creates delivery packets.


    3. Training and Consultative Program Close-Out




      • Completes post-delivery tasks, including processing materials, evaluations, and student certificates.
      • Maintains internal documentation and ensures accuracy of data in the Learning Management System.
      • Contributes to program evaluation.


      4. Conference and Meeting Support



      • Assists in organizing regional conferences and meetings, coordinating resources from planning to delivery phases.
      • Arranges travel logistics and documents conference activities, proceedings, and meetings.
      • Provides on-site support for conferences, including support to conference participants and meeting logistics.


      5. Program Administration



      • Designs and maintains office administrative systems and identifies opportunities for process improvement.
      • Provides administrative support, customer service, and coordination for websites, social media, and outreach efforts.
      • Supports office operations, including inventory, and supports maintenance of office and equipment.


      6. Interpersonal Relations & Communications



      • Maintains relationships with insular government representatives, training participants, and GS staff.
      • Acts as a liaison for insular government agencies and regional organizations, ensuring timely and effective communication.


      Job Scope



      • Collaborates closely with students, faculty, government agencies, and school employees; liaises with vendors and logistical partners.
      • Operates with moderate independence and seeks supervisory input on complex issues.
      • May require regular travel.

      Reporting Relationships:

      This role reports Senior Director of the Hawaii office. This role may supervise subordinates.

      Requirements:



      • Bachelor's degree or equivalent experience, with at least 5 years in an administrative role within an educational or training organization. International and multicultural experience, particularly within the Pacific region, is preferred.
      • Communication: Skilled in communicating with tact in multicultural environments. Strong customer service skills with problem-solving ability and proficiency in written correspondence.
      • Technical Proficiency: Proficient in MS Office, Adobe suite, web, social media, LMS/SIS systems and video communication suites-especially Teams and Zoom.
      • Organizational Skills: Strong organizational and multitasking abilities within tight deadlines.
      • Team Collaboration: Able to work effectively in team settings, respecting confidentiality and using sound judgment.
      • Analytical Skills: Demonstrated ability to research, analyze, and synthesize data with attention to detail.

      Our defined compensation structure is market competitive and is built to reward performance. A reasonable estimate of the current range for this role is $49,400.00 to $66,700.00. We take a number of factors into account when determining individual starting pay, including but not limited to: job and level hired into, location, skill set; experience and training; peer compensation and other business and organizational needs. This range is subject to change.
