We are currently seeking a Business Operations Manager to join our team in Quantico, Virginia (US-VA), United States (US).

Overview:

NTT DATA Federal is seeking for a Business Oversight Manager to support a major federal IT project located at the FBI laboratory in Quantico, Virginia. The place of performance for this position will be near Quantico, Virginia. This position is a hybrid position.

Responsibilities:

  • Provide analysis and metrics of software development activities to update OMB and DOJ dashboards.
  • Create cost estimates for future Government procurement efforts.
  • Draft input for official data call responses within defined timelines and deadlines.
  • Draft monthly summary reports of development and maintenance contractor activities.
  • Draft Standardized Work in Progress (SWIP) submissions.
  • Attend daily development contractor Agile scrum meetings and provide summary reports reflecting current progress and issues requiring Government attention.
  • Attend all development contractor scum ceremonies and provide feedback for Government review.
  • Coordinate risk management review meetings with Government stakeholders and maintain a risk register.
  • Assesses risks using published Operational Risk Management (ORM) theory on government programs and projects.
  • Drafts strategies to minimize risk likelihood and impact to the customer's program.
  • Monitors contractors' project schedule, quality, and milestones, seeking out potential weaknesses or gaps in the programs' success.
  • Supports Contractor schedule planning during project initiation, Program Increment Planning and Sprint Review and Planning.
  • Reviews and provides feedback on baseline schedule and related artifacts (Release Roadmap, Basis of Estimate [BOE], and Statement of Work [SOW]).
  • Monitors and provides recommendations on development/maintenance programs' "Definition of Done," as it relates to Agile Software Development Methodology.
  • Provides contractor invoice analysis, when required.
  • Conducts special studies, assessments, and recommendations, when required.
  • Provides advice and subject matter expertise on agile management approaches and frameworks.
  • Assist in providing services and technical advice to the PM in the use of the latest customer version release of the Life-Cycle Management (LCM)/ Lean Agile Life-Cycle Framework (LALCF), evaluates the latest LCM/LALCF impact to current and future government contracts deliverables, and disseminates the latest LCM/LALCF, as applicable.
  • Common responsibilities/functions/activities in addition to regular duties/performance:
    • Provides services and advice to government in the review, feedback, and approval recommendations for assigned deliverables.
    • Provides services and advice in the identification, evaluation, monitoring, and resolution of program risks and issues.
    • Provides services and advice to the government in preparing future program procurements, to include gap analyses.
    • Provides services and advice including the attendance of local meetings and conferences, when required.
    • Provides services and advice and will travel to attend meetings and conferences, when defined by the COR. (local, national, and international).
    • Prepares and provides technical presentations on assigned topics within defined timeframes and deadlines.
    • Participates in the Continuity of Operations Plan (COOP) exercises in appointed role(s) and locations.

Basic Qualifications:

  • BS/BA in Computer Science, Information Systems, Engineering, Business, Physical Science, or other technology
    • H.S. Diploma + 4 years additional experience equals Associate's Degree
    • Associate's Degree + 4 years additional experience equals Bachelor's Degree
    • A Bachelor's Degree may be substituted for 2 years of required experience with an Associate's Degree or 4 years with a H.S. Diploma
  • Minimum 3 years of experience in governance, oversight and cost analysis or closely related experience including: Integrated Master Schedule (IMS), Critical Path and Schedule Risk Assessment analyses; relating software development metrics to technical achievement; and cost estimating and reporting.
  • Minimum 3 years of Agile Software Development experience.
  • Minimum 3 years of experience in Microsoft Office Suite (Word, Excel, and PowerPoint), Microsoft Project, and SharePoint (User)
  • Minimum 1 year of experience with Microsoft Azure DevOps (formerly known as Team Foundation Server)
  • Active Top Secret Security Clearance
  • Program Management Professional (PMP) Certification
  • Certified Scrum Professional (CSP) Certification

Preferred Qualifications:

  • Experience assessing risks using published Operational Risk Management (ORM) theory on government programs and projects.
  • Experience with FOLIO reporting system
  • Experience with federal IT dashboards
